This issue can be repeated overdrafts, unpaid overdrafts, or fraud, and so on. When that happens, your information gets sent over to ChexSystems, who maintains a database of all such reports. Every time a prospective customer shows up to open a new account, their name is compared to the database to figure out if there are any known issues with them. If there are, chances are that they will get denied the chance to open a new bank account.</p>

<h2><small>What if the person paid off an overdraft that caused them to get listed and can prove it?</small></h2>
<p>They should go to the bank that reported them and have that bank have their name removed from ChexSystems&#8217; database</p>
<h2><small>Is the ChexSystems policy company-wide or do the branches have some leeway?</small></h2>
<p>All applications are processed through ChexSystems. For the ones that are made by phone or online, you get denied automatically if your name is on the so-called &#8220;black list&#8221;. For applications that are filled out in a branch, we could not be given a definitive answer as to whether or not someone at the branch would have the authority to approve opening an account even if the prospective customer is on ChexSystems. We&#8217;re inclined to think that there wouldn&#8217;t be much in the way of flexibility, but you never know. It might be an option worth pursuing.</p>

<p>When it comes to the major banks, they all take a look at ChexSystems&#8217; database before opening new checking or savings accounts. It is a well known fact that smaller banks are more likely to take a risk than big, impersonal banks. So even if you can&#8217;t open a bank account at Bank of America, you will almost certainly find a regional bank or credit union that will open you an account. <p>While we would love to be able to give a clear-cut answer to that question, it&#8217;s actually not a black or white type of situation. There all different circumstances that can come into play and influence the outcome, depending on your personal financial picture. Let&#8217;s take a look at each possible answer.</p>
<h2><small>First answer: NO</small></h2>
<p>This one, although the least popular answer, is probably the most likely one. In most cases, the person doesn&#8217;t find out that they can&#8217;t open a checking account until they&#8217;ve actually been to a branch to do so, and were declined. The majority of banks in the United States use a database called ChexSystems to screen prospective clients. If your name shows up on that database, that means that a bank has had a negative experience with you and has <a title="Reported To ChexSystems? Try Second Chance Checking Accounts" href="http://banksthatdonotusechexsystems.com/second-chance-checking/reported-to-chexsystems-try-second-chance-checking-accounts/">reported your name to ChexSystems</a>. The particular case we&#8217;re looking at, unpaid debt, is definitely one that can get a bank to report you.</p>

In that time frame, it gets very hard to open new checking accounts, because an estimated 80 percent of the banks use Chexsystems and will turn down your business if you&#8217;re on that list.</p>
<h2><small>Second answer: IT DEPENDS</small></h2>
<p>Some banks, known as <a href="http://banksthatdonotusechexsystems.com">non chexsystems banks</a>, do use ChexSystems but don&#8217;t automatically turn you down if you&#8217;re on that list. They tend to be the smaller and/or regional banks. You may have to jump through a few hoops but they will hear you out before making a decision. There are about 20% of banks out there who are more flexible when it comes to that, so you might have to look at your neighborhood banks. Establishing a personal relationship also works better in those smaller institutions.</p>
<h2><small>Third Answer : YES (with caveats)</small></h2>
<p>If you have no other options, your best bet might be to get a prepaid debit card. Of course, it&#8217;s not an ideal setup, because most of them will cost you way more than a regular checking account ever would, but at least they will give you almost all the convenience that you would get. Standard free features include direct deposit of your paycheck online bill pay, and the ability to manage your prepaid card online. As for the other stuff, that&#8217;s where you will need to comparison shop. There are a lot of fees to keep track of: annual (or monthly) fee, transaction fee (pin or signature), ATM withdrawal fee, reloading fee, inactivity fee, setup fee&#8230;</p>
<p>Not every card has ALL those fees, but they all charge you different combinations of fees, so it pays to know exactly what you&#8217;re going to be using the card for, and see which offering best matches your personal circumstances. If push comes to shove, a prepaid debit card might be the closest thing to a bank account that you can get.</p>

<p>Are you a part of the large portion of the population (millions actually) that currently don&#8217;t have a bank account. Now that may be by personal choice, but the reality is that most likely you simply <a title="How To Open A Bank Account With Bad Credit" href="http://banksthatdonotusechexsystems.com/second-chance-checking/how-to-open-a-bank-account-with-bad-credit/">can&#8217;t open a bank account</a>. There are two companies, Telecheck and ChexSystems, that work with the financial institutions out there to provide them with information so they can decide who they want as clients.</p>
<p>These companies compile information and make it available to the financial institutions. Chexsystems mostly handles what happens within the financial institutions (like clients who don&#8217;t pay their overdrafts), while Telecheck typically tracks transactions that happen at other locations (validating checks for businesses that wish to offer this convenience to their clients).<br />
If you end up on either one of those companies&#8217; black lists, there&#8217;s a good chance that your current bank will kindly ask you to bring your business elsewhere. Not only that, since an estimated 80-90 percent of banks out there use the services of these companies, you will find yourself unable to open a bank account at roughly 4 banks out of 5. And it&#8217;s not like this situation is an easy fix; it&#8217;s notoriously hard to <a title="Get Out of Chexsystems" href="http://banksthatdonotusechexsystems.com/second-chance-checking/get-out-of-chexsystems/">get out of Chexsystems</a>. So what do you do?</p>
<p>Well the solution (actually ONE of the solutions) is to find a local check cashing store where you will find almost all the services that you might need at a regular bank or credit union. The biggest drawbacks are that:</p>
<ol>
<li>It&#8217;s going to cost you. Check cashing stores have to abide by state laws that specify the maximum amount they can charge you to cash a check. Cashing your paycheck at a typical check cashing store will cost you anywhere from about 2 percent (in New York) to up to 5 percent (in Florida). Now that&#8217;s a very good margin and its profit potential has attracted the big boys: certain chain grocery stores, including Wal-Mart, you may be able to take advantage of check-cashing fees as low as $3 per check. They make it up in volume, but mostly they use it as a way to sell you more products on the back-end, since they typically require that you sign up for a check cashing membership.</li>
<li>It&#8217;s not as convenient as a bank account. You have to go to the store to cash your check and/or buy money orders; you have to go to the post office to mail your bill payments; you have to walk out of the store with cash on you&#8230; Even if you get one of the many prepaid debit cards offered by the check cashing stores, you still have to find a location to recharge them (unless you set up direct deposit of your paycheck on the card). Nevertheless, they charge certain fees, which brings us back to the first point.</li>
</ol>
<h2><small>Maximum Check Cashing Amount</small></h2>
<p>There doesn&#8217;t seem to be a legal limit to how big a check a check cashing store will cash. Some institutions do place a limit, though. Walmart&#8217;s limit is $5,000, and so is KeyBank&#8217;s. Your-Exchange, based in Minnesota, will cash checks up to $10,000.</p>
<p>Besides that, at almost all other check cashing institutions, it seems to be a matter of 1) having someone with a high enough cashing limit who can authorize the transaction after verifying the check, and 2) how much cash is available on hand to actually pay you.</p>
<p>In any case, depending on the amount of the check, you might have to give additional information because of various filing requirements with the federal government.</p>
<h2><small>Other Check Cashing Store Services</small></h2>
<p>People who are very responsible individuals have been totally blindsided by the current economic downturn. They have been unable to stay afloat and have overdrawn their accounts or had bounced checks. Those are the people who can benefit from the various non-Chexsystems options offered at check cashing stores, which we have reviewed:</p>

More and  more people have seen their bank accounts get closed and/or their credit go bad  because of money problems.</p>
<p>Usually, and especially back in the days, that would mean that you could walk  into every bank you see and continuously get rejected for just about every  single bank account you apply for. In a lot of cases, people who are denied a  checking account have no idea why they can&#8217;t open an account, nor do they know  how to solve the problem.</p>
<h2><span style="font-size: small;">Why You Are Being Denied A Checking Account</span></h2>
<p>There are a couple reasons that can come into play here, but it mostly  revolves around a number of things:</p>

<li>You have abused the overdraft on your checking account</li>
<li>You have cashed one or more bad checks</li>
<li>You have bad credit</li>
<li>You have been found guilty of trying to cash fraudulent checks</li>

<p>You&#8217;re not going to get rejected by just one bank, though. Most likely every  big bank out there will refuse to open a checking account for you if your name  shows up in Chexsystems&#8217;s database.  Nobody wants to put themselves through this  type of shame and discomfort, which is why a lot of people look for <a href="http://banksthatdonotusechexsystems.com">banks that do not use Chexsystems</a>.</p>
<p>How can you get into this system in the first place? Your name can show up in  Chex Systems for a number of reasons, including for having abused your debit  card, having committed a fraud against a bank, or if you still you owe your bank  money for an overdraft that they covered for you in the past.</p>
<p>Trying to get removed from Chex Systems is not easy, either. Unless there has  been some sort of error whereby something you never actually did was mistakenly  attributed to your name in the system, often only time itself can get you safely  removed.
